When you, as an Academy Admin, have enabled goals in your Academy and decided on the settings, your next step is to give permission to the Above Units that are allowed to assign goals, and which managerial jobs you want to be able to view and create goals.
Using Goals - Permissions
In the left navigation, make sure you are in the Academy Workspace.
When in the Academy Workspace, select Development Admin.
Select Settings and then select Organizational Settings.
Filter results and select which of the Above Units, Units, and Jobs will use goals.
Managerial Jobs - Permissions
You then need to define which managerial jobs will be able to view and assign goals. Though you can set this permission for regular jobs as well, goals are often used for managers to assign to those reporting to them, either directly or all the way down. If you set this for a regular job, they will be able to view the goals, but won't have any assignees available.
In the left navigation, make sure you are in the Academy Workspace.
When in the Academy Workspace, select Academy Admin for all Academy Administration options.
Select Organization and then Set Up Organization.
Review the Above Unit and Unit permissions. Assign the View & Assign Goal permission where needed.
Next steps
The functionality and usefulness of goals often depends on the strength of your organizational structure. Managers who assign goals can only assign them to others within their direct (above) unit, depending on your settings. Do not hesitate to spend more time building out the org structure before moving on with setting goals.
